Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of opposing developments captured the bleak nature of the outgoing year. By day, negotiation efforts are fought: positive announcements are released from multiple capitals. Considerable effort is devoted on containing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the primary tool for achieving "settlement".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from across the border, a ability afforded by current data. From witness perspectives, military aircraft that had been scrambled to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.
Shortly after, Kyiv's missile defense thundered: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, most likely delivered by partner states. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to grim resignation: possibly the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and further power outages.
Ongoing Risks
Following this, a heavy machine gun engaged a drone close by, part of a defensive team – most likely imported technology. Sadly, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its destination.
With pauses, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and utility failures in multiple buildings as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are evidently unprepared to fill in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new initiative from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, no doubt, persist.
Tactical Assessments
It is tempting to accuse certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. Washington works based on a assumption familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House presumes that it is unfeasible to pressure the Kremlin to relinquish the land that it already controls in Ukraine's occupied territories.
The problem is that while accepting these circumstances, Washington does nothing to deter Moscow, through statements or actions, from thinking that the status quo will not change more in its benefit in the coming year.
Opposing Positions
Therefore, Moscow is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but averting a entire defensive failure until situations evolve in its advantage.
Present Conditions
Objectively, there are no real preconditions for a armistice. Now, personal considerations are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not shift toward homefront challenges. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are driving the talks.
Assessment and Future
It took a just a single week to eliminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.
While new initiatives based on established approaches are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
